About Михаил Ковшов:

My name is Mikhail Kovshov and I am working 13 years in marine industry. I was born in Novorossiysk, Russia and graduated Novorossiysk Maritime Academy in 2010. After 11 years onboard experience on tanker fleet, I finished my career at sea with COC1 licence and moved to onshore job at «Rosneft» Moscow office as Marine Superintendent in April 2021. Due to current geopolitical situation, I am looking for job opportunity to relocate 

My professional background includes 11 years at sea experience going through the entire deck officer path from cadet to Chief Officer on tanker fleet. Furthermore, during contract breaks I was working as Training Officer at Alfa Marine crewing office by serving 3000+ deck officers with CBT, CES, Marlins, MARPOL and ECDIS TRANSAS trainings and tests as well as conducting pre-joining briefings and familiarization for seamen.

JSC Rosnefteflot Moscow, Russia. – Marine superintendent / Vetting manager

Vetting manager:

job responsibilities:

  • Designing and managing tanker on behalf of Rosneft, with latest SIRE 2.0 requirements
  • Vetting market tankers for Rosneft oil and oil products carriage
  • Conduct vetting inspections, based on a VIQ7 and inspection program, of tankers DWT 50K+
  • Assuring that term charter vessels are compliant with OCIMF requirements and international requirements and best practices
  • Preparation and conducting TMSA inspections
  • Vetting market tankers for terminal acceptance

Results

  • Created the own company system for checking vessels for compliance with Rosneft oil transportation safety requirements based on latest international rules and regulations
  • More than 200 vessels have been inspected, evaluated and certified under my supervision, including river-sea tankers and large-tonnage tankers
  • Conduct holding meetings with more than 20 shipowners on the subject of the main problems of transportation of petroleum products and strengthening control by shipowners regarding safety and navigation, on an annual basis,
  • As a result of the work carried out. The total number of obervations is steadily decreasing, the number of accidents has decreased in two times

Marine superintendent

job responsibilities:

  • Supervising tankers DWT 100K+.
  • Verification of the organization of the general shipboard and navigation service on ships, in terms of its compliance with international and national requirements, SIRE, OVID requirements, as well as environmental and industrial safety requirements;
  • Preparation of materials on the compliance of vessels with the requirements of OCIMF, SIRE, OVID and leading oil companies (oil majors) for analysis;
  • Identifying any best navigational practices/ lessons learnt from VDR review and lessons learnt shared across the fleet.
  • Monitor navigational operation, voyage performance, commercial operation and cargo operation of the assigned vessel to ensure compliance with statutory industry standards, national and international rules and regulations, safety regulations and operational standards.
  • Control of the validity periods of radio licenses of ships and preparation of applications for their timely reissue: 
  • Preparation of applications for obtaining Conclusions of the GRC,
  • Registration of the CCC, 
  • Confirmation of registration of ship ARB, SSOO, OSDR, 
    • Provide post fixture services (only to vessel under commercial management)

And monitors the validity periods of these ship documents; 

  • Assist technical department with identifying potential discrepancies from operational standards and proposes solutions for effective operation of the navigational and cargo equipment of the assigned vessels.
  • Participation in the investigation of accidents and cases of equipment damage on ships.

Results

  • Zero observations from the PSC on tankers under my supervision
  • Minimum number of cobservations as a result of SIRE vetting inspections
  • Implementation of modern requirements of leading international organizations, such as OCIMF, ICS, etc. in SMS companies.
  • The transition to electronic document management (based on AMOS system) including integration of SMS, Plan maintenance system, Purchasing and reporting from ships is fully completed
  • Attracting Transas company to long-term cooperation as the leading suppliers of navigation equipment, including the motion tracking system and technical indicators of ships FOS

  • 2021 Satisfactorily completed an approved DPA and CSO Course;
  • 2021 Satisfy the appropriate requirements as set out in MSC-MEPC.7/Circ.6 re the guidance and qualifications, training and experience necessary for those undertaking the role of DPA;
  • 2005-2011 Novorossiysk State Maritime Academy. Novorossiysk, Russia. Degree with honors. Marine Navigation Department.
