    With the financial support of the Swiss Agency for Development and Cooperation (SDC), represented by the Embassy of Switzerland to Uzbekistan, the UNESCO Tashkent office will be implementing the program "Empowering the government and citizens of Uzbekistan by strengthening access to information, accountability of institutions and media competence".

    This program aims to transform Uzbekistan's media landscape by enabling citizens' access to information, reinforcing accountability and the rule of law, improving journalism education, and advancing media literacy in alignment with the 2030 Agenda. It focuses on three key areas: legislation and access to information, media development, and media literacy to enhance government capacity and citizen engagement.

    Emphasizing the importance of critical information engagement for both citizens and the government, the program acknowledges that accurate and responsive government information, along with proper legislative norms for mass media activities, are essential. It assists to put in place adequate legislative norms to legalize mass media activities. The program further cooperates with judicial actors and law enforcement bodies and focuses on strengthening the rule of law by developing teaching modules on the importance of freedom of expression, access to information and safety of journalists as fundamental principles. It develops a set of guidelines and code of conduct on improving relationships between law enforcement officers and media professionals and adopts a communication plan on how to ensure accountability and transparency of police institutions through effective communication with the public. A significant aspect of the program is the development of a media and information literacy strategy, equipping government and citizens with skills to navigate and assess information sources effectively.

    The program conducts tailored research, workshops and training in partnership with local organizations, promoting ownership and long-term sustainability. Consultations, conferences and awareness campaigns ensure a diverse range of voices and perspectives are included, fostering a comprehensive understanding of local challenges and opportunities.

    Under the overall authority of the Head of the UNESCO Tashkent Office and the direct supervision of the National Project Advisor, the incumbent will design, plan, coordinate, implement and monitor the program "Empowering the government and citizens of Uzbekistan by strengthening access to information, accountability of institutions and media competence", in particular:

    Manage the implementation of the program in compliance with the program specific objectives, expected outputs and activities by:

  • Ensuring quality achievement of the program outputs and activities;
  • Regularly monitoring and updating, as relevant, the program work plan;
  • Planning and organizing procurement of goods and services and regularly monitoring its implementation;
  • Identifying program implementation partners and providers of goods and services;
  • Following–up on the implementation of the contracts, assessing the quality of services provided and requesting disbursement of funds; and,
  • Building synergies with other programs and activities of UNESCO and relevant programs of other development partners in Uzbekistan.
  • Ensure the monitoring and evaluation of program implementation and the reporting on program activities by:

  • Contributing to monitoring and evaluation of program activities by overviewing the implementation progress, reporting on progress and suggesting updates to the program timeframe in close collaboration with the Monitoring and Evaluation Specialist of the program;
  • In close consultation with the Administration Unit of the UNESCO Tashkent Office, regularly monitoring the financial status of the program, tracking expenses and managing costs effectively to ensure that the program activities remain within the allocated budget, and promptly developing budget revision, if needed;
  • Regularly preparing, conducting and following up on the meetings of the program steering committee, expert groups and other committees, preparing their minutes and action plans with the clear division of responsibility and timeframe;
  • Presenting strategic analysis on program performance based on commitment of indicators and implementation of activities as well as output delivery;
  • Controlling and ensuring that the program deliverables meet the required quality standards, establishing quality control processes, conducting regular inspections, and implementing corrective actions to address any deviations from the program's quality objectives;
  • Preparing reports on program activities for UNESCO, the donor and partners;
  • Ensuring that the program activities and outcomes are effectively communicated to and covered by the media, in close coordination with the Office's PR and Communication Specialist;
  • Fostering exchanges of information, experience, identifying new strategies of action to improve delivery of services and to achieve the program requirements and objectives;
  • Identifying and managing potential risks, assessing their impact on program objectives, and developing strategies to mitigate or minimize their effects. This includes creating risk management plans and continuously monitoring and reviewing risks throughout the program lifecycle, and
  • Supervising and providing guidance and direction to the program team.
  • Liaise with the Government, international and national stakeholders by:

  • Maintaining regular relations with national counterparts and key stakeholders (Ministries, regional and local authorities, etc.);
  • Facilitating effective communication among program stakeholders, managing stakeholder expectations, providing program updates, and addressing any concerns or issues that may arise;
  • Mobilizing UNESCO's entities in support of the Government reforms including UNESCO HQ, Cluster and Regional Offices, UNESCO Institutes and UNESCO-UNEVOC network;
  • Sharing international experiences and facilitating access to information, knowledge and good practices, and
  • Setting-up mechanisms and actions to ensure sustainability of program's outputs.
  • Required Qualifications:

    Education:

  • Advanced university degree (Master's or equivalent) in the field of Management, Business Administration, Law, Journalism or other relevant fields. A first level university degree in the aforementioned fields in combination with two additional years of qualifying experience may be accepted in lieu of an advanced university degree.
  • Work Experience:

  • A minimum of 2 years of relevant professional experience in the field of program management related to media, access to information, or media and information literacy, public administration, strategy development or related areas.
  • Skills and competencies:

  • Excellent program management skills and ability to coordinate complex programs.
  • Supervisory and managerial skills, capable of leading a team of professionals.
  • Ability to make technically sound decisions on all aspects of program implementation.
  • Ability to work in a multicultural environment and establish harmonious and effective working relationships, both within and outside the Organization.
  • Excellent communication skills, both written and oral.
  • Good IT skills.
  • Languages:

  • Excellent knowledge (spoken and written) of English and Uzbek.
