    Under the direct supervision and the authority of the Head of the UNESCO Tashkent Office, the incumbent will act as an advisor to the program "Empowering the government and citizens of Uzbekistan by strengthening access to information, accountability of institutions and media competence", in particular:
  • Provide essential advisory support at the impact and outcome levels by monitoring the program's progress, outcomes, and impact, offering recommendations and adjustments to optimize effectiveness and sustainability. His/her advisory role ensures that decision-making is informed, data-driven, and aligned with the program's desired impact and outcomes.
  • Ensure that the program activities are coordinated with other activities of UNESCO implemented in Uzbekistan in the areas of mass media, freedom of expression, and media and information literacy.
  • Give necessary strategic advice and provide expertise in UNESCO's communication and information programs in the areas of mass media, freedom of expression, and the building of inclusive knowledge societies underpinned by universal access to information and the innovative use of digital technologies and represent the Office in these areas in the local and international network.
  • Monitor the execution of the tasks performed by the Associate National Project Coordinator and advise the Head of Office in addressing and resolving any deviation from the expected results, outcomes and outputs of the program.
  • Provide information and technical advice to government, peers, management and colleagues on a variety of subject specific items, including on UNESCO's Internet Universality, ensuring quality and facilitating also the policy recommendations' follow-up after the national IUI assessments.
  • Remain aware of developments and advancements in the areas of green digital transformation and emerging technologies (e.g. AI) in order to inform and support government, ministries and colleagues on policy formulation, project development, resources and best practices.
  • Research, recommend and contribute to the development and expansion of a knowledge base on the particular area(s)/theme(s) of assignment, ensuring regular contributions communication activities, including web, social media and printed content and dissemination to colleagues, peers and stakeholders.
  • Short Description
  • Liaise with colleagues within the CI Sector and in other Sectors.
  • Attend and participate in meetings, conferences, workshops and seminars, promoting knowledge sharing and contributing to advocacy efforts reaching out to public and private sector partners and stakeholders.
  • Contribute to resource mobilization by playing an active role in funding and project proposal development, submission and follow-up and participate in fundraising events and activities.
  • Undertake any additional tasks in relation to the program or UNESCO's communication and information programs assigned by the Head of Office.
  • Required Qualifications:

    Education:
  • Advanced university degree (Master's or equivalent) in the field of International Relations, Sociology, Law, Journalism, or another relevant field. A first level university degree in the aforementioned fields in combination with two additional years of qualifying experience may be accepted in lieu of an advanced university degree.
  • Work Experience:
  • A minimum of 4 years of relevant programme/project management professional experience in the field of Mass Media, Freedom of Expression or Media and Information Literacy or related areas.
  • Skills and competencies
  • Supervisory and managerial skills, capable of leading a team of professionals.
  • Ability to make technically sound decisions on all aspects of programme and program implementation.
  • Ability to work in a multicultural environment and establish harmonious and effective working relationships, both within and outside the Organization.
  • Excellent communication skills, both written and oral.
  • Good IT skills
  • Languages:
  • Excellent knowledge (spoken and written) of English and Uzbek.
